High-volume hiring is a logistics problem disguised as a judgement problem. So is workforce compliance: hundreds of documents, each with an expiry date, each needing somebody to notice. Both are exactly the shape of work that should not depend on a human remembering.

This wedge only pays when recurring hiring volume is high enough. Discovery tests that arithmetic, and we will tell you when the coordination cost being removed does not justify a build.
